I’m going to show you how to make GIFs. I will use Photoshop CS5.
1. You need to start off by choosing your video that you want to gif. Then, you will need to convert it to a MOV. format. A lot of programs will let you do that these days. I personally have a script that lots me convert my videos.
2. For my gif, I will use the video for Light’s song, Toes because I love lights XD
When you have Photoshop open, go to:
File » import » video frames to layers

Pick the video and this should pop up.

Drag the little thing (I don’t know what it is called XD) to the beginning of where you want the GIF to start, hold shift and drag to where you want the GIF to end.
Make sure that selected range only is checked off. 
And you can limit the number of frames that are made. I usually do 2 or 3.
Then click okay.
3.Make sure your animation box is open.

If you don’t have that, go:
Windows » Animation
Make sure animation is checked off

Select the frames that aren’t a part of the actual gif and delete them. 

4. Change the size of your image:
Image » Image size
I make mine 500px width. That is maximum tumblr size.

5. Now, I change the time settings to about 0.1. You can go whatever you feel is a good speed.

5. At this point I add my colourings but this is not important to the actual gif making. It is just extra.
6. You can add words too now. This is not important to the actual gif making processes but it works if you want lyrics or credit your name.
7. Time to save! Yay. Go to:
File » save for web & devices

This will pop up and you have to play with settings and it all depends on what the gif is like. then click save.
and there you go, A beautiful gif :)

Okay, so for this tutorial, I’ll show you how to do the above! I’m using adobe photoshop cs so I apologize in advance if you use an older or newer version and this makes no sense. But I believe it should work.
you’ll need to get a landscape picture I used.

You can see the left side is a little darker so, I’m gonna lighten it up with the dodge tool so it relatively matches the right side. 

Now, you can either make it into a perfect circle or a slight oval shape. I’m gonna show you how to do the perfect circle but if you want the rules still apply.
But if you want to achieve an oval, skip the first step.
1. Now that you have your image, you need to change the image size. mine is 641 X 427 but I need it to be perfectly square, so, I need to change the dimensions. It doesn’t matter if the picture becomes distorted.
 
I did mine as 700 because its the closest whole number to 641. make sure the constrain proportion is unchecked. You’ll have this.

2. Now, you have to turn it upside down.
go to : image » rotate canvas » flip canvas vertical

3. Now, its time to do the circle. Go to
fliter » distort » polar coordinates

That is your basic shape. I’m gonna flip the circle so the buildings are on top. Looks better. And I am going to crop it down.
4. As you can see, there is a huge line, smack down the middle where both ends meet. you can play with the dodge, smudge and heal/stamp tool to help smoothen that out.
once you have that, you’re done.

You can add what ever you want to it now. color effects, curves, anything.
